Executive Core Qualifications

According to the Federal Government,
"The Executive Core Qualifications (ECQ) define
the competencies and characteristics needed to build a federal
corporate culture that drives for results, serves customers,
and builds successful teams and coalitions within and outside
the organization. The Executive Core Qualifications are required
for entry to the Senior Executive Service and are used by many
departments and agencies in selection, performance management,
and leadership development for management and executive positions."
Executive Core Qualifications
were developed to describe five fundamental executive qualifications:
Leading People; Leading Change; Building Coalitions; Results
Driven; and Business Acumen. ECQs were designed to assess executive
experience and potential--not technical expertise. ECQs measure
whether an individual has the breadth of executive skills needed
to succeed in a variety of potential SES positions--not whether
they are the most superior candidate for a particular position.
Each ECQ must stand on its own and describe a situation,
task, action and result (STAR) or context, challenge, action
and result (CCAR), as well as combining 27 other competencies
within the five ECQ statements. As you can see, it is an extensive
document.
Most people find ECQ statements very difficult and daunting to

SES positions also require managerial and technical qualification
statements. These statements, also 1 to 1-1/2 pages in length,
